I've killed at least a dozen iksar bandits (http://eqbeastiary.allakhazam.com/search.shtml?id=3985) without having a single Iksar Bandit Mask (http://everquest.allakhazam.com/db/item.html?item=2934) drop (used for the Shackle of Stone (http://everquest.allakhazam.com/db/quest.html?quest=82) quest). It could just be a run of bad luck, but it might be worth checking the loot tables.
