New Halfling Characters created in Training Zone, not Rivervale

I've been trying to create a new Halfling Paladin, and each time, the character is created, but I'm brought back to the character select screen saying zone is not available, and the character is listed as being in the Training Zone. I've tried creating the character with and without the Tutorial button selected and it happens the same regardless of the button's status.
