Stronghorn's Horn Broken

This item will proc the 10pt dd and the graphic will show but there is no knockback effect. Tried it on lots of different mobs. Nothing.

Anyone else seeing this? Please note that knockback effects on npcs are considerably less than on player characters

Seems to work for me:

[Sun Aug 11 01:04:14 2019] a giant spider was hit by non-melee for 10 points of damage.
[Sun Aug 11 01:04:14 2019] A giant spider flies backwards.

Mob was pushed back a bit on my screen both times it proced
