'Necromancer Words' quest NPCs should not spawn until September 1999

The 'Necromancer Words' quest was not added until September 13th, 1999 patch:


- New quests for Necromancers to research their pets have been added.

Bump, these are still spawning in Neriak. This quest should not be in yet. These NPCs should be permakilled too ideally.
