Noxhil will reply to "Hail" and also to "What menial tasks?" After this though he will just look at you. I tried with "collecting fire beetle eyes? collecting fire beatle eyes? I will collect fire beetle eyes. I will collect fire beatle eyes. Never handed me the box for eyes.

Can confirm, he turns to face you as if responding but does not display any text nor hand you the box required to add fire beetle eyes.

Agnostic Dark Elves can not do this quest with basic The Dead faction (apprehensively) .
SK/Nec (Inny) DE's can (Amiable). I just got the box with a lvl 1 necro on green beta.
I do not know if all Inny DE's can (not sure what their faction is. I believe Amiable is required)

The quest works (if you have the faction)

There is a bug here though. On blue I remember he said something very mean when I said "what fire beetle eyes", something implying I was lucky he was not killing me (This was as a newbie DE agnostic mage)
That text does not seem to be happening on green (just tested with newbie DE agnostic mage)
I would log on blue and go get the actual text, but i don't want to go through the pain of setting up a blue client (Can't wait till they run on same patch)

Not a super high priority bug i would say, but would prevent people from being confused and thinking quest was broken.

Looks like it requires amiable or better faction to receive the empty box.

I was just standing next to a dude who got the quest message for turning them in.

He was a Necro

I was able to successfully get this quest and complete it as a Dark Elf Necro.
