is this quest confirmed original or added a little later? after a dozen kobold scouts one finally dropped and just wanted this confirmed if should be removed or not.

The Tox quests involving these should be in from release. At green launch I believe the skeletons were already working, but additional work has been done for Talrigar Eklorin. He exists until Paineel launch.
