"The Effect "Shiftless Deeds" is a level 44 Enchanter (of course) Slow spell. It will slow the attack speed of a MOB between 49 and 65%. Granted, its not as good as the high end shaman spells, but in the absense of a shaman, this is quite useful to have. Not sure what the cast time is on this, but since Shiftless deeds costs 200m, I would use this quite a bit. I find many times that I actully slow mobs, the cast time doesnt matter anyway as I am slowing MOBS that I already have mezed and just waiting on the tanks to get to... Certainly a nice piece of equip to throw in range slot. This is by no means a "Twink" item due to the level both to obtain (well, without farming... since its not no drop) and due to the fact that u wont be able to click this puppy til at least level 44... "
