I believe wisps are always supposed to drop some form of lightstone - whether it be Burned-out Lightstone, Lightstone, or Greater Lightstone. However after farming several in Erud's Crossing I've noticed that quite a few don't drop any lightstone at all, which I believe is a bug.
I checked Alla's to verify my recollection and believe it confirms it:

Not true. I just killed 7 of them in EC. I got 1 GLS. 4 LS. and 2 Burned out. So EC is fine for hunting them it would seem to me.

No. They added burned out lightstones because it was too easy to spot wisps with stones at night (you could see the light source easily out to the limit of vision range from wall in WC.) But even after burned out stones were added there were still wisps without stones (maybe 20% to 30% of them were empty in WC, if there were only a couple lower level wisp hunters they often survived the night to be killed at daylight when you couldn't tell they were empty anymore.) Good luck finding any documentation tho.

Burned-out lightstones are needed for practice rune research. They most likely added them when they fixed spell research. Plus it toned down plat farming a bit.

Comments from at least Kunark and onward show that some kind of lightstone dropped every time. So until we can narrow down when that was added in classic, we can leave it this way for now. The BO as far as I know may not emit light for players, but the willowisp always had a light radius by default. So you wouldn’t know whether you were about to loot a BO lightstone.

I found a newsgroup post about Erud's Xing from May 1999 that claims a lightstone of some kind dropped every time (Burnt out Lighstones were also called 'NoSaveLightstone' until some point, btw):

There is a new lightstone in wisps: NoSaveLightstone. It can't be traded,
sold or dropped, like the newbie weapons. It can only be destroyed.
In case you don't know, Wisps can only be harmed by magical attacks, either
through spells, or with a magical weapons, as in the Combine series.
Wisps tend to be in the 10 to 12 level range, as far as I can tell. The
NoSaveLightstone appears to have a light output about the same as a regular
Lightstone, maybe the same as a Fire Beetle eye.
My question is: Why? Seems to me that by the time someone is able to kill
a wisp, he/she doesn't need the light, he/she is looking for loot. Why
then would they put a "no sell/trade/drop" item in what is otherwise a
level 10 -12 creature? I killed 10 Wisps today. On them, I found 3
regular Lightstones, and 7 NoSaves. No Greaters at all. Who knows,
maybe the ones with NoSaves would've been empty before, but I'm sure I've
done better at West Commons. (I was in West and North Karana today).
