This was tested on my level 4 wizard. I noticed that my meditate skill goes up when I'm sitting only. Seems like my mana comes back just as fast whether i have my spell book open or not and the meditate button clicked or not. So since the meditate skill is going up while sitting only i have to assume the spell book being open and meditate button is not working as intended to.
