Capt Surestout missing in OOT

Capt Surestout doesn't seem to be spawning in OOT.

I wonder if it's related to an issue I reported during beta:

I think his respawn was tied to the lesser spirit despawning, so perhaps he isn't respawning at all now that the lesser spirit was removed?

Confirmed mob existed prior to epics. Lesser spirit will not spawn prior to epic patch.

Capt Surestout is seemingly missing from both the Green and Teal server, and I am wondering if its because he later becomes part of the Shaman epic quest ( killing him spawns a lesser spirit ).

I have yet to see this item linked and I have yet to see Capt in his tent, something I have checked at random times on Green throughout the first 2 weeks.

I've killed Capt Surestout's buddies for a few cycles but he never spawned. He might be accidentally disabled because of his link to the Shaman Epic quest?
