when I talk to jinkus felligan and i want to start this quest there is no option for make a delivery only assist her. i still tried to say i will make a delivery but it didnt work. I can't get the quest. im on green server

I get the option, but when I say that I'll make a delivery nothing happens and Cindl won't give me the mammoth hide parchment
