Drowned Citizens

In the WFP pool of water that you have to walk around the edge of in order to move through the tunnels...should these guys be aggroing out of the water? If I recall, back on live they would only aggro if you fell into the water. Multiple times now they've just teleported out of the pool and aggroed me.

I've hunted them with both my necro and druid. I can't even get a harmony off from the ledge before they all aggro. I was able to lead them to zone and root a couple, then zone and zone back in to get them broken. Once broken they were easy enough to kill as they repopped.

I never killed them on live so I can't speak to that, but they've been aggroing out of the water for at least the last couple months (I'm new to P99).
