One of those cosmetic touches.
From fall of 1999 (October 1999?) until what looks like Kunark release, fire goblins in Lavastorm and Sol A gave +KunarkFireGiants, +GoblinsofCleavingTooth, and -GoblinsofMountainDeath.

Not sure, I know that the Fire Goblins in Lavastorm give a positive hit with
KunarkFireGiants.
As far as the Iksar proper, Brad has said that they;ll be Neutral Evil in
alignment and will most likely be KOS in most "good" cities, so I imagine
that will hold true with "good" races in their lands as well..

According to the storyline of Norrath, Kunark is the last refuge
of the Combine Empire. If you kill in Sol A or B you'll notice
you'll lose or gain faction with KunarkFireGiants. This seems to
indicate that the FGs have their home in Kunark. The information
about Kunark seems to indicate that there are a lot of giants there
too.

Now that's realistic... *supposedly* the continent has
been there a while in game story terms (even killing gob's
in SolA raises faction with the "Giants of Kunark").

Another thing too; you kill any fire goblin nowadays, and your faction with FireGiants of Kunark goes up...hmmm...getting ready for the expansion

I don't see any mention of this before October 1999 and no mention of it after Kunark release. Guessing Verant had some initial ideas for Kunark and changed their minds about it.
