Evidence comes from a variety of screenshots.
Earliest screenshot evidence is from sometime in summer of 1999 in permafrost, with both ice giants and Vox saying:
"You cannot escape my wrath."

Next message is from Plane of Hate in October/November 1999, with A Vengeful Vencor shouting:
"You will not Escape my Wrath, %t!"

Then also in October 1999 we have Vox shouting "You will not evade me %t"

So, two theories here:
1) Each mob/zone had its own custom-set summon message, so these varied individually along the general "You cannot escape my wrath" theme until roughly fall of 1999, when they standardized in code to the "evade me" message
2) It was standardized in code all along but changed from "You will not escape my wrath" to "You will not Escape my Wrath, %t!" to "You will not escape my wrath %t"
#1 feels more likely to me for some reason.
In any case, to recreate this more or less faithfully, the summon message should be the "You will not escape my wrath" version until about October 1999 era, when it should change to "You will not evade me %t".
One final nitpick is that mob summon messages were zonewide until sometime around Kunark release, I'm not exactly sure of the timeline. I'll see if I can find dates for that.
