Over my enchanter's life, I've persistently noticed ridiculously absurd resists for lull [the mechanic]. I'm targeting blues (although I read that lull shouldn't even consider level; not sure if that parts true or not) with 198 cha and it's resisting 75% of the time.

This is not just a stroke of bad luck, but always. Lull is broken and does NOT consider cha. It's as resisted as when I'm naked and buffless than when I have nearly 200 cha as an enchanter. Can anyone confirm?

Try to calm around HS geared or naked and see the difference.

Cha only affects CRITICAL resist chance (aggro chance). The actual resist rate of the spell is down to MR only.

High Cha will help you avoid getting aggroed when you get a resist, but it won't help with how often the spell lands.

Yep, cha doesn't affect resists, resists are purely level and mob resist related, what cha does is that it decrease the chance of agro on a resist (aka critical resist)
