Could you check that this npc is part of the rotation cycle of npcs?

I've seen every npc on the rotation more than few times but have yet to seen him once.

I know there was an issue before of him not spawning before.
Maybe somehow the issue has been reverted back.

resolved, it spawned after killing the PHs instead of letting them cycle through the spawn
