What's the deal with torpor on green?

It's supposed to have a significant nerf to it for 5-6 months of the green timeline. All the 60 shaman on green i've talked to say it not only doesn't have the mana drain on it now, they also say it has never had any man drain component -- and ven for a period of time it was costing only 100 mana.

Ok. I guess I was slightly off. It gets nerfed for closer to 7 months, not 5-6.

I think we are already well past the april patch, so, uhh?
