According to numerous comments on Blackwing in the historical record for Allakhazam:

The spawn time should be 1 minute 20 seconds.
However, the current spawn time on green is exactly 6 minutes.
The default zone spawn timer for the zone is 6 minutes 40 seconds.
So I believe this already has a 'custom' respawn time, however I believe it's incorrect as per above.
