The Tattered Gnomish Cloak did not drop until the July 19, 2000 patch.
Post here by a player in July 2000 asking Abashi why no Tattered Gnomish Cloaks were dropping, he says he'll get it fixed:

The Thermal Cloak is not craftable per hte reasons you mention. Ill see if we can get this fixed.
