The quest Tinmizer's Fabulous Compactor (https://wiki.project1999.com/Tinmizer%27s_Fabulous_Compactor_(Quest)) does not appear to be implemented. This quest should be in-game as of June 2000, based on the page modification stamp on this Allakhazam snapshot (https://web.archive.org/web/20001214093400/http://eqdb.allakhazam.com/quest.html?quest=605).
Currently on Green, there does appear to be a spawn cycle w/ placeholder for Kozyn Gigglephizz as suggested in the snapshot comments, however, Kozyn won't respond to /hails.
A quick description of the compactor as a reward from the Scrap Metal quest - Jun 2000 (https://web.archive.org/web/20000613055115/http://everquest.allakhazam.com/quests/Q_Akanon.htm):
Occasionally you get a "Tinmeizer's Fabulous Compactor", which is a 4 slot container with a combine button. You can give this to Kozyn Gigglephizz, who wanders around Ak'Anon and he will give you a couple of gems as a reward.
