Unable to bind Highkeep

I was unable to bind in Highkeep, which is something new.

Are you binding, or being bound?

There was recently another bug report from a player being bound, and the bind not appearing to succeed.

It should still work, however, and be identified by /charinfo after logging or zoning.

It is a bug that needs to be fixed.
