I have used my best google fu and cannot find any evidence that "an enthralled molkor" summons anywhere in classic or current. References to Chealing and Gating.

nearly every mob level 51 and over summons, it's rare to have a mob 51+ that doesn't summon

There are plenty of examples of mobs that don't summon above 51 (including named Mobs). I can't find any information on this mob summoning anywhere else but on P99. I am asking the folks that may be better at finding such info to help me find it.

Those are exceptions rather than the rule. In era every mob 51+ was assumed to summon and if it didn't that was noteworthy. I'm sure you'll find tons of examples where people posted on allah saying that a mob didn't summon. Not seeing people say a mob summons isn't evidence that it didn't summon. It's simply evidence that just about everyone knew that high level mobs summoned and it wasn't worth mentioning.

Also of note, post from 2001 says level 45-49 (which is also what they show as today).

I did, many many years ago. As did others. In the end, all I accomplished with regards to Fear was finally getting Draco changed from 3 day to 7 day.
Some things, like Charm, Charm pet perma-quadding, Channeling, Mez memblur, Monk FD memblur, push interrupts, and so on - you just have to throw in the towel at some point.
There's zero proof that Charm worked on live anything like how it does on p99. Ditto for all the rest. There was no proof that push interrupt wasn't a thing, and tons of proof it was. Yet it was changed.
Consider the mountain of evidence w/r/t ST post-Awakening. Dozens, and dozens of posts. Zero conflicting reports.
Or how about the hundreds of hours Ele spent finding the original NToV item stats? Time well spent?
There were numerous logs of Fear raids posted and guides noting no summons. It's nilbog's game, he can do what he wants.
I'm a hardline #classic person, so I'd like to see some things, but I'm perfectly fine with nilbog either purposely ignoring or simply not having the time to make these changes. Evidence is not a factor.

Here is a note from Jul 18 2001 at 6:49 AM on Alla's.
After the patch:
Molkors: 49-50ish clerics around 9khps, cast a magic or fire based DD that hits for 250 max and a Cheal on themselves. Note they run out of mana quick so don't worry about the heal, they shouldn't get off more than one. They drop crushed gems and netted kelp.
Ulthorks: 49ish warrior around 11khps, hits for 130ish max. Drops netted kelp and crushed gems.
Bulthars: 50ish warrior around 14khps, hits for 130ish max. Drops netted kelp and crushed gems.
Walrus/mantee/: 47ish warrior 9khps, hit for 120 ish max. Killed 40+ never seen a drop. Always indiff until attacked, will agro if you attack anything else in range.
Seahorses: 50ish enchanter? - 12khps hits for 179 max, drops bard stuff, hair, shell for 7th coldain and fishing pole.
**NONE** of the above now summon, thats a fact.
Enticers: some kind of caster not sure which, not fought them enough.

This speaks to my heart: I've long maintained charm isn't anything like it was on live ... and I've often wondered if maybe the reason it is that way is that Nilbog had a soft spot for his favorite class or something ... but I held out hope it was for lack of evidence, an inability to recreate classic charm in Titanium, or some other "legitimate" reason.
I'm still holding out hope Nilbog. Please, don't let us all down: keep making P99 classic!

The reason why all these mobs summon is because Siren's Grotto on p99 appears to be the unnerfed version before June 2001. Most mobs are level 51+, hit harder, and have more HP's. Aside from the posts made so far, are there any other posts with more research one can point to, and I'll take a look at it.
