Guard Hrakin has Wood Elf Model?

Guard Hrakin, who patrols the area around the Steel Warriors guild in West Freeport, should look like a regular Freeport Militiaman. For some reason on my computer he looks like this:

Is it my computer or is this a bug?

probably the same deal. though why he turned into a wood elf and not a merchant like the other militia guards I don't really understand.
