The quest Wolf Meat for Wista (https://everquest.allakhazam.com/db/quest.html?quest=2315) appears to be OOE. FWIW, it wasn't implemented on P99 initially, as these (https://www.project1999.com/forums/showthread.php?t=56182) threads (https://www.project1999.com/forums/showthread.php?t=56931) indicate.
It looks like Wista began offering the quest when the trolls moved to Neriak a couple weeks before the release of the Legacy of Ykesha (http://www.tski.co.jp/baldio/patch/20030224.html) expansion on Feb 24, 2003.
A comment notes player characters being moved as well as NPCs.

Not just the trolls. I had a Vah Shir bard logged in innothule when the
change happened and woke up at the 'safe spot' in Nektulos.
I didn't find mention of the quest in the classic era after checking prominent quest resources:

Since it seems the frogs are in Grobb to stay, I've renamed the zone Gukta, added in a number of new froggie quests and moved or deleted the troll quests, adding in the additional ones I know of in Neriak. They also announced the new zones. Check out Kenti's post on them here.

Interestingly, it seems the quest was removed/broken when the Trolls returned to Grobb in 2005 (http://www.tski.co.jp/baldio/patch/20050811.html).

tho warmly to me- she would not accept wolf meat, nor engage in any dialog. i say this quest no longer works.

Just tried it on progression server and, as a Troll Shaman, she would neither accept the meat nor engage in any dialogue.
The quest is definitely broken.
