lvl 60 monks keeping skills and triple attack after being deleveled to 52

Apparently this is a thing. If you level a monk to 60 and then delevel them to 52 for naggy/vox they keep triple attack. Is this classic?

On characters on pvp servers skills were capped to 5 levels above your level. I believe on pve server there was no cap to skills on delevelled characters.

Off topic and never having lvled a necro, (or even been grouped with a 50+ necro) these lvl 60 monks get sacrificed for necros to cast necrorez? And get good atk vs Naggy/Vox fights?
Essence Emeralds not lore so can lug a few around. Wow been a player since jan 2000 and never understood the whole delevel thing. What a noob.
