Strange bug, easy to reduplicate.

If you have full mana, then click JBoots, you will lose about 9 mana (from 100% to 99%).

I read about this and tried it *not* at full mana, and it doesn't move. Strange indeed.

Yeah it only happens at full mana, and it seems to be % based.

On my alt Khy at level 40 it was costing 8 mana, then when I dinged 41 it started costing 9 mana.

I think warriors and rogues should get the "insufficient mana" message!!

Its not the Jboots, its the bugged out mana regeneration coding on this server. If you're sitting down for 6 seconds you gain a certain amount of mana naturally, but if you stand up prior to that 6 second "tick" you actually lose a full tick of mana.

That can't be the exact problem, although it might be related. I tested for this as well. I made sure I was FM, ran around for a good minute, then cast my JBoots to test - sure enough, I lost mana on the cast.

Instant clicks cost mana on this server for some reason, but the amount is somewhere between 12-9 mana. You only lose mana on the first cast and only when you're FM, meaning you can't keep clicking jboots and losing mana or lose mana when you're not FM.

Tassle's right about the "tick" issue, as well. It has to do with the way the calculations are done and/or the timers. It could be related or completely separate to the instaclicks costing mana, though.

I've mastered the mechanics of the server to be awesome, and specific to this above case I've gone so far as to "battle med," which is to med between swings; that is to say I am very familiar with the up-and-down of mana.

when I clicked at 93%, it was not this same issue (while it could be related, as stated above)

It's not really costing any mana, there's a client-server discrepancy on mana total. Mana gained from int or wis is higher on the client than it is on the server (and was in trilogy era). Whenever you cast a spell (item or otherwise) the discrepancy is briefly visible.
