The 55 SHM pet spell Spirit of the Howler underwent some changes in Jan/Feb 2001.
Until Jan 2001, the 55 pet was worse than the 49 pet in a couple ways:

I completely forgot to mention this. I’m going to blame it on my funky computer problems (I got it fixed, by the way).
But I honestly thought that someone would have noticed this by now, I’m a bit surprised that I haven’t seen a post about it yet.
In the last patch we made a change (stealth enhancement, I guess) to the 55th level shaman pet.
Its dodge skills were too low given the level of the spell. They were increased so that it's better than the level 49 pet.
Its level range was both too low and too wide. It used to summon a pet between level 34 and 38. It now summons a pet between level 37 and 39.
The mana cost has remained the same.

How is anyone gonna notice a change im something no one uses?Thank you for the up grade.Mana cost is still rediculous.

level 58 shammie speaking here agreeing that the reason noone noticed was mainly because i'd never thought to pull out the pet knowing what a pos it is/was oh and lets not forget the mana cost which unsurprisngly was left at a whopping 850 mana Gonna check it out tonight, my hats off to ya all for taking a look at one of the more irritating problems w/ the shammie class. Group buffs anyone? =P

shaman lvl 55 pet was reduced from 850mana to 650mana
Focus now stacks properly with Avatar
The change is also seen in the spell entry on Everlore (https://web.archive.org/web/20010711215221/http://everlore.com/magic/Magic.asp?ID=127707&mode=details&spname=Spirit+of+the+Howler&type=). Note that the original entry lists the mana at 850, while a comment reports the update:

this spell only costs 650 mana....

On P99, the spell appears to cost 850 as seen in these patch notes (https://www.project1999.com/forums/showthread.php?t=155457&highlight=Howler).
Proposed Changes
- Adjust dodge rate and level range of 55 pet as necessary per Absor's description in Jan2001
- Decrease mana cost from 850 to 650 in Feb2001
