There are 3 dwarves that I believe are on the incorrect faction in Kaladim. Storn Trueblade, Axa Stormshield and Darthur Nightseer.
Looking through the history on ZAM these are traditionally on the clerics and/or kazon faction, what I suspect they are actually on at present is Kaladim Citizens. (I am ally with all factions, these are the only 3 I've spotted dubious, wiki says killing them hits Kaladim Citizens but given my goal I don't want to test as it would set my project back).
Assuming these are Kaladim Citizens I believe there is enough documentation to say this is incorrect. You can see throughout the p99 forum and p99 wiki (such as https://wiki.project1999.com/Glumf%27s_Spectacular_Faction_Guide) that Kaladim Citizens are an isolated group to BB mountains.

I did a brief forum search for all names and didn't get any meaningful hits, just something about one being added back in 2011. I did find lots of references that there are no Kaladim Citizens in BB so they are safe to farm.
