Actual Effects: Area Effect: Add 4 Poison Counters
Area Effect: Direct Damage (30)
Area Effect: Stun (0 seconds)
Area Effect: Decrease Magic Resistance by 15
Description: This song will do 30 max direct damage to all mobs in the AE radius. It stuns the targets for 0 seconds, interrupting all spell casting. It also lowers the MR of the mobs by 15, making succesive singings of this song easier to stick.

This song adds 4 poison counters, meaning that a cure spell that removes four counters (Counteract Poison) is needed to remove it, or multiple castings of a weaker cure.

Different sources say it's a dot, but this isn't the only one that says it's a DD (later posts from 2002 also confirm this, but crys.org says it's a dot, so I don't know which is right). Also, most comments I've read from this period have said that it doesn't interrupt casting and that the stun is 0 seconds long (so just there to build aggro I guess?), for example:

I have tested this many times on Sarnaks in Chardok, Illis/Krups in Sebilis, and it does not interupt casting. I have spoken with 3 other lvl 59/60 bards, and they have found similar results. Do not go into a sitution expecting to interupt Complete heal or Gate on a mob with this song :(

Currently the stun is about 2 seconds long. There's some more debate on the alla pages for it (though the comments are from 2003+) about whether it stuns:

I'm also scratching my head at this a bit, but here's the eqmac page for it, which says the stun is 0 seconds, has no information on whether it interrupts, but says it's a dot.

Bump, this still stuns for too long and interrupts casting when it shouldn't. This would be especially ridiculous on the pvp server if it was kept this way.
