Bind wound skill increase?

My rogue has burned through 11 stacks and hasn't upped a single point since 100. Can't be the intention of the staff to make us burn through more than 11 stacks per skill up?

What level? Bind wound caps at 100 until level 51 for non-monks.

well im not over 50 but i was able to train it over 100 at my trainer, just not to be able to get skill ups from use.
