Granted I don't think anyone would actually use it for the proc. The Mana Sink proc on this staff is not taping mana at all.

upon further investigation Mana Sink is not a mana tap. It is as the spell name describes, a sink, draining mana from your target (not transferring to you). DAMN THE DEATH I ATE GETTING YOU THIS STAFF!
