I have the 3 heads for finish the quest and i am ally with Jarah Reskan but she back me the heads each time that i give them to her.

Cargo Clockwork quest was broken for a really long time in classic and never worked. Aeolwind spent a few days during the beta writing the entire event script and then a decision was made that the reward (Highway Protector's Mask) was far too powerful for the era and we broke the final quest turn-in on purpose.
