Okay so Runnyeye Warbeads are used in Sheriff Roglio's quest for Runnyeye Warbeads (http://eqbeastiary.allakhazam.com/search.shtml?id=3200).

The goblins in Misty Thicket drop them quite often. The shattered warbeads drop less often than the quest ones, but take the place of the quest drop.

I believe the shattered warbeads are classic, and were changed to dual purpose in 2002 for Underfoot armor and Slickfinger bracer.

Here is a discussion from 2001 talking about the Warbeads quest and how you can't use the shattered beads for turn-in.

First you Max out Wisdom in Creating your char everything else is up to your taste. You log in for The first time, You head to the Druids Guild and Turn in your note now what? Most People head out and Hunt, You dont have to Yet! now you have your starting food/drink your club and your Tunic and 2 spells ok how to get more ? well first you go up to Reebo Leafsway hes at the Druids guild and Hail him and then say" what trail to Karana's wisdom" he hands you a box of carrots to take to the fools gold ...but don't go yet its a test you hand them carrots right back to him and he praises you a bit and then give you the Real Carrots... Now to head off to the fools gold in the middle of town... You go in and hand the carrots to Blinea Toepopal and she gives you some change and you keep doing this for a bit over and over ..... Then after you get a bit of faction built up you say to Blinea Toepopal " I will take the stew" and she will give you a bowl and you run that over to the bank go in past the two Halfings at the door turn a corner and Deputy Lowmot is there give him the bowl and keep the change do that for awhile switching between the carrots and stew and when you are in the druid guild look on the field for large bag they are Jumjum stalks you sell them and get some good silver ... 3 of them will get you 1 of your spells now when you have done your carrots and stew till you cant stand it go up to Uner Gnarltrunk and hail him and say "who is Deputy Tagil" and he will give you a note to give him ..Tagil can be found right outside the zone guarding the entrance to Riverdale now go and give him the note he gives you a coin now take the coin back and Uner will give you change a random item I got a few fishing poles that you can either keep if you are interested in fishing or sell they bought all of my 1st lvls when I sold and pooled all my money together now believe it or not by now you have about 2 and 1/2 lvls and all of your spells as well as some food/drink left and you club and tunic now go outside and kill beetles/bats/rats/and bixies to lvl 4th and if you see a goblin worker get him he might have a bag on him ... now you can do this to 6th lvl and get good exp and if you see Blixkin Entopop Hail him and never attack Ember and you will get a 6 Slot Bug Collection box if you cant get a bag off a Goblin now if you are around 6th lvl you can head to the gate there is a wall between misty and past that wall is the More Powerful things when you go through the gate past the Deputys you hang a slight left and go up a hill there is large bats ..con them and fight them to lvl 7th or so and then move on to Giant Bats about the first yellow bulb into 7th you have to move to something else now Goblins dont go to a camp yet without a party you be dead but there is the odd Goblin hanging out that you can fight and when you loot you most of the time will get some Runnyeye Warbeads save them till you go into town ..then go to the bank ..go past Lowmot around the table and up the stairs keep going to the very top you see the Mayor and Sheriff Roglio you hand the Sheriff 4 RunnyEye Warbeads make sure none of them are Shattered it wont work and you will lose the good ones do that till about lvl 10th dont worry about some of the Goblins Con Green I killed Green Goblins and still got Exp... Now you are lvl 10th and want to see some of the world... there is a Quest that I did at 10th it is said on the Web that its a 20th lvl quest but it can be done at lower lvls if you know your way around or have a map Now you can do Shakeys Scarecrow's Quest now heres the short cut its still a long run if you dont have access to a Port in North Quenos at the Temple of Life hail Nomsoe Jusagta and tell him " I am a New disciple of life" and then " I will deliver a flask" and next you head to Quenos hills ...Use Camouflage ....very Important spell to get it makes you invisible to people and animals and watch for undead it dont fool them ...ok zone to west karana look for a farm and Cleet Miller he drops a sack of hay its Giant and you probally will need one of your 8 slots in your back pack to hold it now go to the Feerrott now look for this Lizzard named Roror Now hail him and say "curse my hay" and also always say I know fear or he will attack you if you go that route but its not important just say "curse my hay" then give him 66 gold and the sack of hay and he will give you the sack back now run back to Riverdale and combine in the Forge the sack and the oil and you will get a new sack then you go and give it to shakey for exp ..and a item there is 2 random items you get off Shakey
1. Belt of the River ...AC+5 Str +5 Sta +5 Cold Resist -10
it has a limited summon drink on it
2. Wee Harvester...2HB Atk Delay 45 DMG 10 Str +1 Sta +1 Wis +3
its quite a run and you need to know where you are going as well as needing 66 gold for each try and you can also go to ilscent tagglefoot thats the one that sells 1st lvl spells and hail him he needs a crate of Jumjum juice delivered to Xanuusus you might run into him while going to Quenos I have seen him in 3 different places well traveled tree he is and if you have the money you can also try your hand at getting the Testment Quest see Below you can get the book as well as the first page while you are in Quenos now you have at least a 10th lvl Druid and you really havent done that much fighting or work to get him .... have fun in Riverdale
