I read on 'Zam that item haste scales up to the maximum percentage of the item based on the level of the wearer.
So if you have an item with 20% haste, you will only get the max of 20% at level 19+ or 30% at level 29+.
Can someone confirm?

Thanks, I'd already seen that.
No where on the wiki does it say anything about haste scaling with level, so I want to confirm.

Haste items don't scale with level.
However, there is a cap on the total amount of haste (items+spells) which you are allowed to have, and that increases with level, up to 100% at level 60.

Haste Caps:
Level Max total haste permitted
30 50%
50 74%
54 84%
59 94%
60 100%
So at level 1 you will get the full effect of the haste for any haste item in game, so long as you aren't buffed. However if you were to add a buff you would probably be brought to the 50% cap.

What I was reading on 'Zam was probably just the usual EQ rumors that float around due to lack of messaging to the player base.

I don't think that is they way it works. If you have a 35% Haste item. Say a CoF and you are level 10 it only gives you 10% Haste. You have to be level 35 or above to get the full 35%. So at level 20 it will give you 20% haste. That is the way it works on live.
Now on spell haste that works even at level 1 if it sticks.

Item haste should be full to cap i.e 50% @ 30.
So full 21%. And only reason haste should not stick is if there is a higher level spell or faster haste spell already on them....
Buffs not sticking due to low level is a much later addition to EQ post PoP...

So then what I've been reading is true.
A level 1 character only receives 1% haste from an item.

Don't be confused. You can be hasted up to 50% from item and/or spell haste at level one. 1% haste at level one = not true.
EDIT: if you don't believe me, get a high delay 2 hander and swing without haste, then add haste item + haste spell and see if you only swing 1% faster.
