Those are not classic quests, and the stats on the items are not classic either. Any of the posts listed on alla, also show they were atleast at the minimum, velious release.

Yeah, think there was an event at some point where Cazic Thule corrupted LFay or something which caused a lot of undead/frightlings to spawn at night... almsost a mini-Kithicor.
Most posts start in June 2001, so about 6 months after Velious launched, but still well before Luclin.

They disappeared after the event, when the corrupted unicorns came about he ceased to spawn and so did the quest NPC's, a 20HP/20Mana earring isn't THAT non-classic in stats, and as for the proc it's only 5 charges making it no different than the Ivandyr's hoop
The cloak is also no different from the leatherfoot raider skullcap in terms of stats and effect as well, so stat wise it is on par. Alla posts are also unreliable if you're looking at the date when players make the posts you got to look at the items when the NPC spawned, when it ceased to be and make a guess, and since it disappeared after the darkening of Lfay it more than likely existed prior to that event

Bloodboil, the quest was entered into Allakhazam at "Entered: Tue Jun 5 07:41:40 2001". From what I remember correctly, most items, quests, updates etc, happened pretty frequently, on a day to day, or even week to week basis. So to have a quest skip a year or two, is pretty much unheard of.
