Tried to google this to find out if it was so live, but... hard to find. So figured would just ask.

Tried to pull stuff in KK and root a named with Wooly Nets. Target is out of range (he decided not to come up, think it was ravenous piranha.. thought he was some named mob with great lewt! =p). Item is out of charges after 2 clicks. So it ate my charges despite not actually casting the spell. =(

Working as intended?

realityincarnate: Spells cast from items now reduce the charges before creating spell effects (stops loregroup conflict with Gloves/Hammer of Infuse)

Found this while I was digging through the eqemu changelog. This should make locating the code responsible a lot easier in the svn.
