Oracle of K'Arnon & Book of Scale

When asking the Oracle:

"what book of scale"

he responds with:

"Ah, the Book of Scale.. It would be wondrous indeed if you could recover the Book of Scale for me. If you do manage to procure the Book of Scale, I will gladly part with an artifact of my own that may be of interest to you."

when I handed him the Book of Scale he handed it back and said:

"I have no need for this item, Heebee. You can have it back."

Can I assume this part of the quest is not implemented until the release of the Plane of Sky?

This quest is pre-kunark, and implemented with the introduction of the Plane of Sky. I posted this simply because the NPC is already giving the appropriate text regarding the book of scale, and if he's not accepting the item yet, he probably shouldn't have the text yet either - I just don't know whether the text was in-game prior to the quest being implemented on live.

He's still not trading his miragul's phylactery for the book of scale.

Lich of miragul cant be charmed(???) he should be charmable and KoS.

He should also roam in the caves under the river in everfrost

After seeing on the patch notes that the Lich of Miragul was added a couple of other guild paladins and I proceded to turn in our Book of Scales to the Oracle of K`Arnon in OOT and he would not accept the book. He is supposed to take the book and give you Miragul's Philactery that is used to spawn the real form of Miragul.

The first problem we encountered was that the oracle would not accept the book of scales. I found the second problem when I stopped at Halas on the way to Miragul's underwater cave to check on him. For my surprise I found the Lich of Miragul standing by the guards at Halas entrance ramp. He looked very buggy (was in his human form instead of skeleton, he conned indifferent instead of being kos and was obviously at the wrong spawn spot) but since we couldn't do the turn I asked some guildies to help me kill him but he didn't drop anything.

I hope that this info helps fix Miragul's spawn and the book of scales turn in as they are part of the Fiery Avenger quest in Plane of Sky. See the link bellow for more info on the quest.

I saw that and that is why I posted this new thread. That thread is old and I wanted to post my own explanation of what I experienced AFTER the new Miragul patch. Now quit posting useless links as replies =p

The books were in before sky opened on live - just no one knew what they were for.

Bumping this. There are a lot of people ready to kill Miragul, it'd be nice if this was prioritized with sky around the corner since it seems relatively simple to fix.

Confirming this. I happened to run to Halas and see him sitting in front of the ramp. He's got messed up textures too.

I can't remember the stats on Deepwater. I remember having a BP and everyone thinking I was uber.
