Jarah Reskan returns the three bandit heads when given to her instead of giving reward. I am a rogue and con dubious to her. However with sneak and going behind I become indifferent and I should be able to do this turn in. Also she does not seem to be on any faction I can find even though she is in the gem choppers hall.

Just completed quest, discovered the same. Halfling Druid of Karana (I know, no other choice). I am also indifferent and she gives quest dialogue. She should return the Highway Protectors Mask.

Mask isn't classic, was added in Luclin. I created the quest and broke it appropriately similar to live.

the quest is classic the mask is not... in classic it never worked right the clockwork would always get to the spot where the bandits were supposed to attack and they never would so the clockwork would despawn and the respawn back at the starting point. they finally fixed the quest in luclin and that was the reward given.

With this info i would let the dev decide weather or not to allow the mask (dont know the stats on it) or just be like live and have the quest perma busted

Why not leave the quest in, keep the mask as a reward, but "dumb down" the stats to a more 1999 classic level (for example, 2AC, +2 INT, +10 Mana). Since Project1999 is never going to get to Luclin anyway, there won't be an issue with two items with the same name.

It would be a shame to have a perfectly good quest in game "broken" just because it was broken on live during the same time period. No one ever said that just because Verant didn't fix the quest when it should have been fixed that we can't :)

Then it would be "custom content" and not classic. There would be revolts, kittens and puppies living together, total anarchy.

Only partially, he was in during beta, just too buggy to leave in after live launched (Verant recieved MUCH feedback on how MM Castle was unplayable due to him) and his dagger dropped at a GM event before Kunark (it was an event leading up to Kunark's launch) so it is appropriate for our current period.
