Just so you are aware, sometimes loot stays on a raid boss's corpse for a while because the person who won the item is switching to another character and running it over. Once in a blue moon it does rot if the person was way too far away, but that is rare. You should never assume a raid boss corpse is available for loot, even if nobody is around. In PoG the raid would move on and leave the corpse (the whole zone is easily accessible once it's clear, you don't need a CoTh mage or anything). They wouldn't wait for the body to be looted, because the assumption is it won't be looted by anyone.

GM should relax the encounter log thing for when idiots do shit like this.

Has the guild who killed Tunare never heard of locking down the corpse with someone "looting" it?

It's basically a rite of passage for raid guilds on p99.

Yup. Otherwise you would be incentivized to steal items, because you would still have the item after the suspension. So they delete the items to discourage players from ninja looting.

Custom blue idea - insert a small pvp radius on Tunares corpse, no petitions allowed. Would be fun to watch
