Log off your characters at the raid target you want, set up a phone relay with everybody else that shares the same goals.

mob spawn, send phonecall to everybody, everybody log in and kill the raid target.

Repeat until satisfaction is acquired.

This should reward the people that spends the most time in game getting ready for raid targets, which should be the one actually getting them.
