We pretty much never change first names, for a large number of reasons.

Big Reason: Your reputation matters in this game. So if you sell a character, they are buying your reputation. Something to consider when you think you might eventually sell a toon.

You have gotten better at research (1) Naming Policy
The part refering to name change could be old and refer to changing first names but I am fairly sure that refers to surnames.

I need name change but its nothing about reputation

I had expended much time to provide information and names as much as possible..
