Default Can't see scrollover buff timers/item names

Since the last patch I can no longer scoll over buffs to see what they/duration or scoll over any items to see what they are without clicking them. I feel like there is a switch setting somewhere but I can't seem to find it. I've tried switching around to different UIs but that doesn't seem to do the trick.
Is there a "scrollover icon switch" somewhere I'm just not finding? Thanks!

It happens to me occasionally after I've had my laptop on for long periods of time without actually shutting it down.

restarting my pc didn't work for restoring my buff timers/hovering, this only started happening yesterday.
