Quest Issue: Xelha's Sparkler

The east freeport quest with Xelha Nevagon in the necromancer guild where you turn in 4 bone chips, 4 fire beetle eyes and 4 spiderling silk is not working. She says she is giving you the Xelha's Sparkler but it never appears in the inventory. Gives exp and faction but no wand or spells.

Tried it with top inv. slot open and same result.
Tried quest in dark elf illusion with kindly faction and regular race, gnome, with dubious faction. Same results.
