Default Reduced Dot Dmg on moving target?

is reducing dot dmg on a moving target classic? I know reduced dot dmg on pvp target is common... If we are gonna do classic. do classic. But again, i may be confused and it may be classic.

It wasn't in right away (it got added with the September 13th 1999 patch)

Does moving target dot damage reduction work in pvp? Because im 99% sure that its a pve only thing and shouldn't be happening during pvp.
