Shackle of Steel was supposed to be fixed in last patch but it actually wasn't, which is why I was asking.

Did the ranger sk and pally offence defense and weapons skill changes make it in yet?

Not exactly sure but I'm guessing it drops when the zones get revamped

Are you trying to do shackle of steel in post revamp locations? I ran through the entire quest and it's working for me.

No, Master Rinmark in TD still wasn't responding to "where is your student?" even after patch.
