NPC Spawn Issue: Bertoxxulous Enchanter Guildmaster MISSING

Making a Human Enchanter of Bertoxxulous in Qeynos still gives you the proper noobie training letter, but unfortunately, the NPC to turn it into (Reania Jukle) is absent from her post. She should be standing across the way from Perkon Malok. As such, I cannot complete the turn-in.
