Pretty sure if it's just a table that failed, mobs that have been downed will continue to be down until their full timer is reset. (ie; that's what just happened in KC, pretty much every mob at once respawned on me because they're the same repop time (15 mins or so))

I've been sitting at pained soul since the server came up and it has not respawned. Also alone in the zone.

This would be from the time the fix happened.
