i tried to kill his pet bear. he came out of nowhere and hit me with arrows. his arrows hit for 272 damage.

He appears to be the NPC for the Ranger 'Call of Flames' spell quest. I believe this was quest added pre-Kunark and was designed to be completed at level 50.
