There were 2 factors in my logic, not just kill ratio.
War is often a CTF game. No one captured the flag in Viet Nam (although we could have at any time, we just chose not to). So the winner by default goes to whoever has the most points. In WWII the Nazis had their flag captured by us, so lost the game no matter what the kill ratio was.
