Magician Focus

I worked my butt of in Najena at level 18 until I was able to get a focus item to drop. I then painstakingly worked to get the rest of the items by farming skins and bone chips so i could buy the other 3 items. The time came for me to turn in, I hailed, read the text, re-hailed, read the text. I turned in all my items... AND NOTHING. I petitioned and about 4 months later got back my items, didn't play during that whole time because I was so butt hurt. I then turned the items in AGAIN... yup, nothing. Didn't even bother to petition this time, thought I was done with this game... well that was about a year ago. Now I am back to punish myself and try this quest again. Someone please tell me how in the hell I am supposed to complete the quest? I've seen level 4 magicians with multiple focus items. Are they all just crazy people who de-leveled and the turn in does actually have a "minimum" level turn in like the wiki says? (http://wiki.project1999.com/Category...an_Focus_Items)

Maybe this should have been under the rant page, sorry if that's the case. Thanks for any advice.
